Corona – MOI Announces 14 Fines And Penalties For Violators – A Must Read

In a recent statement, an official source in the Ministry of Interior Saudi Arab stated that in compliance with the Royal Decree, which deals with the health and safety of citizens and residents and to prevent the outbreak of the new Coronavirus. The Ministry of the Interior announces the heavy fines and penalties prescribed for violators ie; the citizens and the residents, as follows:

14 Fines And Penalties As Stated By Ministry Of Interior Saudi Arab.

1st: The residents, citizens private sector establishments or their employees or those dealing with it, who violate the precautionary measures and preventive measures taken by the concerned authorities to confront the Corona pandemic, shall be penalized with a fine of no less than (1,000) thousand riyals and not more than ( 100,000) One hundred thousand riyals, or imprisonment for a period of no less than a month and not more than a year, or both imprisonment and a fine, with the facility closed for a period not exceeding six months when necessary.
In the event of a repeat of the violation, the penalty imposed shall be doubled the last time.

However, the penalty amount for each violation shall be determined according to a classification schedule that includes each violation and the corresponding penalty, and it shall be approved by the Minister of Interior in agreement with the Minister of Health.

2nd: Whoever uses the permit or permission granted to move around at the time of the curfew in a manner other than what is assigned to him, shall be punished with a fine of no less than (10,000) ten thousand riyals and not exceeding (100,000) one hundred thousand riyals, or imprisonment for not less than a month and not exceeding For a year, or imprisonment and a fine together, with the withdrawal of the permit or the revocation of permission.

3rd: Whoever violates the instructions of isolation or quarantine shall be punished with a fine not exceeding (200,000) two hundred thousand riyals, or imprisonment for a period not exceeding two years, or imprisonment and a fine together. In the event of a repeat offense, the penalty imposed will be doubled the last time.

4th: Whoever deliberately transmits the infection to others shall be punished with a fine not exceeding (500,000) five hundred thousand riyals or imprisonment for a period not exceeding five years, or both imprisonment and the fine. In the event of a repeat offense, the penalty imposed will be doubled the last time.

5th: Whoever facilitates those whose nature of work or circumstances do not require obtaining a permit or permission to move around at the time of the curfew is penalized with a fine of no less than (10,000) ten thousand riyals and no more than (100,000) one hundred thousand riyals or imprisonment for not less than a month or Over a year, or imprisonment and fine together.
In the event of a repeat offense, the penalty imposed will be doubled the last time.

6th: Whoever broadcasts a rumor about the coronavirus pandemic emerging through social media platforms and its applications or its circulation, or publishes false information that could cause panic, or incite to violate the relevant procedures and measures, shall be punished with a fine of not less than (100,000) one hundred thousand riyals And it does not exceed (1,000,000) million riyals, or imprisonment for a period of not less than one year and not exceeding five years, or both imprisonment and a fine.
In the event of a repeat offense, the penalty imposed will be doubled the last time.

7th: If the violator of any of the previous clauses is a resident of the Kingdom, then he is deported from the Kingdom and his entry into it is strictly prohibited after the penalty imposed against him is executed.

8th: The application of the penalties stipulated in the previous clauses shall not prejudice any other punishment prescribed by Sharia or Law.

9th: The fine penalties, the closure of the establishment, and the deportation are imposed by a decision of the Minister of Interior – or whoever he authorizes – and the number of penalties imposed in each region is announced daily.

10th: If the prison sentence is applied to any of the violators, the violator is referred to the Public Prosecution to take the necessary measures.

11th: The Minister of Justice shall form a committee – or more – from three legal and systemic specialists, to handle grievances against decisions to impose a fine or the closure of the facility.

12th: Anyone against whom a decision has been issued to impose a fine or a penalty to close the establishment may file a grievance against him before the committee referred to in item (eleventh) above, within a period not exceeding (ten) days from the date of informing him of the decision, and the committee’s decision in this regard Finally, acquiring the status of peremptory and not subject to appeal to any other party.

13th: The execution of the prison sentence – referred to in the preceding clauses – shall be against the violators after the exceptional circumstances of the emerging coronavirus pandemic.

14th Penalty: The authorities supervising the private sector establishments and the concerned security authority – as the case may be – shall control the violations stipulated in the previous clauses and edit a record thereof, in preparation for referring it to the Ministry of Interior to take the necessary system in this regard.
The source pointed out that the Ministry of Interior will announce a regulation to reduce gatherings, and whoever violates its provisions will apply the penalties stipulated in Item (First) of the provisions and penalties for violating the precautionary measures and the preventive measures taken to confront the emerging Coronavirus pandemic.
